The Panel was set up by Lord Chalfont (then Minister of State, Foreign Office) who invited Peierls to join it; the Panel was subsequently under the responsibility of Mr. Fred Mulley, Lord Lothian, Mr. A. Godber, Mr. Julian Amery and Mr. David Ennals. A list of the contents is on the file.
