On a fly-leaf, is prefixed the following title: "A collection of loose papers of enquiry into the state of the navy and management at the Navy Board, preparative to my representation thereof to K. Charles 2d, December, 1684, and like report to K. James the 2nd, January, 1685/6, and my proposition subsequent thereto for remedy of the whole."

Divided into three parts:

  1. (fols 1-69) "1684. 1685. Papers of calculations of controll to N. O." [i.e. Navy Officers.]
  2. (fols. 70-151) "31 Dec 1685. Papers touching my present anniversary state of the navy and proposition thereon."
  3. (fols. 152-199) "1686. Papers preparative to the reformation of the navy, with the new commission thereon erected to sir Anthony Deane, etc."
