Biographical / Historical
Francis Dennis Hibbert (1906-1975) was educated at Denstone College; Bloxham School; and St John's College, Cambridge.
In 1929 he joined the Education Department in Nigeria as Superintendent of Education. During the Second World War he served with the Nigeria Regiment (1940-1945); he rejoined the Education Department in Nigeria in 1946.
During the 1950s, Hibbert worked in the Northern Region of Nigeria where he held the posts of Chief Education Officer (1951), Deputy Director of Education (1952) and Chairman of the Northern Nigerian Public Service Commission (November 1954-October 1958). In 1962 he was appointed as Minister of Overseas Development (1962-1969).
Hibbert was awarded the Efficiency Decoration in 1946 and the CMG in 1958.
