Biographical / Historical
Peter Herriott Balmer (OBE) was born in 1921 and educated at the Prince of Wales School in Nairobi; Cheltenham College; and Trinity College, Cambridge. He was on military service during 1941 to 1943 (captain).
Balmer entered the Colonial Administrative Service as a cadet in 1942. He was posted to Nigeria where he later held the posts of Administrative Officer, class II, in the Western Region (1954); Administrative Officer, class I (1957); and Administrative Officer, staff grade (1957-1960). Between 1955 and 1956 Balmer was also Electoral Commissioner.
