Papers of Malcolm Mitchell relating to his work in provincial administration and as Director of Elections in Zambia. Comprising:

  1. Malcolm Mitchell's personnel file covering his appointment to the Overseas Civil Service in 1961, to Northern Rhodesia in 1962 and as Zambia's Director of Elections in 1971, and his retirement in 1974. Includes letter from President Kenneth Kaunda thanking Mitchell for the successful organisation of by-elections in 1971.
  2. Choma District papers including tour reports, 1962 and 1963, Choma Tonga financial estimates 1964, Northern Rhodesia identification certificate, Accounting Procedure for Native Treasuries (1958) and pamphlets including the programme of events for the Independence Celebrations, Oct 1964..
  3. Chalimbana District papers including report on local government administration, c.1965-1968, and report on a visit to Mansa Township Council, 1969.
  4. General Election 1968 including Election Officers' Handbook, 'The Candidates' Guide' and analysis of polling. With Mitchell's daily record and related papers as Returning Officer for Mpulungu constituency.
  5. Miscellaneous papers including speeches (not delivered by Mitchell) for various occasions, c.1962-1973, the summary of results of the 1969 referendum, Kenneth Kaunda's nomination paper for the 1973 presidential election and the declaration of his election, and the front page of the Times of Zambia reporting the results of the election in Dec 1978.

Abstract

Papers of Malcolm Mitchell relating to Zambia.

Biographical / Historical

Malcolm Michell attended the Overseas Services course at Cambridge University in 1961-1962 and was then appointed as a cadet in the Provincial Administration of Northern Rhodesia. His first posting was to Choma for three years followed by Chalimbana where he was on the staff of the local government training centre. After appointments in the Local Government and Finance Departments in Lusaka Mitchell served as Director of Elections from 1971 until 1974 when he left the Zambian government service and returned to the UK.

Donated to the Bodleian Library by Mrs Judith Mitchell in 2022.
