Comprises papers relating to the Conservative Commonwealth Council's Annual Theme for 1960-61, 'Towards Victory over Poverty in the Commonwealth', around which the 1961 Annual Conference was based. A theme was picked by the Council annually to shape its work for that year. Papers include:
