First met 15 December 1965, 'to study the effects of congestion on urban and inter-urban road traffic and to make recommendations for Conservative transport policy in the short and in the long term.' Members included Peter Walker, Daniel Awdry, Thomas Galbraith, David Webster, Michael Heseltine, Ian Lloyd and Mark Schreiber.
