The OCC was set up in 1978 to support and provide guidance to the Deputy Director-General on Oxfam's campaign policy, and to give advice on campaigns and direct-giving programmes to the Campaigns and Appeals managers. Members were drawn from staff with the Deputy Director-General as Chair, the Communications Director as Vice-Chair, and the Campaigns Manager as Secretary.
