Papers used for reference by Lugard when writing his book on governing the British Empire, The Dual Mandate in British Tropical Africa.

Most of the papers are numbered in red ink to denote the pages in the first edition of the book where the information they contain was used. In the file is a list of papers in Lugard's hand headed 'Papers for reference' and 'New Book No. in pencil'. When pencilled numbers follow those in red ink in this list the papers are usually missing but can be found in later files of this section, having been used by Lugard in a different context during revision of the book.
