The South-South Environment Linking Programme was initiated in 1991 as part of Oxfam's 50th anniversary activities. The Programme offered an opportunity for individuals and organizations to share their experiences of access to and control over the environment. The core strategy of the Programme was support for thematically based regional exchanges.
The Cross-Programme Learning Fund was set up in 1995 to encourage lateral learning throughout the organization but particularly between areas of the programme. The Fund was administered by the Policy Department's Programme Development Team.
The main purpose of the Staff Development Fund, which was set up in 1994 and administered by the International Human Resources team, was to provide financial support for staff development activities for which no other source of funding was available.
In 1997 Oxfam undertook a 'Fundamental Review of Strategic Intent'. As part of this, a 'Quality and Effectiveness Review' was carried out, consisting of a rapid survey of what Oxfam had done very well and seeking examples of Oxfam at its best.
The 2002 Gender Review examined Oxfam's work in support of women's rights and gender equity, to assist in the development of a revised corporate gender strategy.
