Biographical / Historical

In the late 1990s work began on clarifying Oxfam's mission. Five rights-based aims were identified, around which the programme would be focused. They were:

  1. Aim 1 The right to a sustainable livelihood
  2. Aim 2 The right to basic social services
  3. Aim 3 The right to life and security
  4. Aim 4 The right to be heard
  5. Aim 5 The right to equity (gender and diversity), (later expressed as 'The right to an identity')

Long-term objectives, referred to as strategic change objectives, were developed from these aims to act as a framework for planning.

Dianna Melrose was Oxfam's Policy Director from 1993 to 1999, when she left Oxfam. Justin Forsyth replaced her as Policy Director in 1999 and remained in the post until he left Oxfam in 2004.
