He claims that as long as Portugal had possessions in West Africa, the British Government was neglecting its opportunities to expand the trade with Africa, levying high duties which discouraged trade, and ignoring the fact that the slavers were obtaining food, water, and false papers on the islands of Prince and St. Thomas (São Tomé and Príncipe). Until the government revised its views on these matters, it could not hope to suppress the slave trade.
