Under the Chairmanship of Sir David Lindsay Keir, undertaken at the joint request of the Board of Governors of the Copperbelt Technical Foundation, the Government of Northern Rhodesia (Zambia), and the Federal Government. The two governments appointed, respectively, J.C. Jones and F. Bray to serve with Keir. The first meeting was held in Salisbury (Harare) on 5 Jul 1960 and the committee completed its work on 12 Aug. The report was published on 16 May 1961.
