In Feb 1956, Keir was invited by the Iraqi Government to visit Iraq and advise the Prime Minister on the proposed constitution for the university that was to be established in Baghdad. Together with Sir Robert Wood, who was in Baghdad as Visiting Professor, he visited all Colleges of Higher Education and drew up a Report on the Draft Law.
