This was set up by EMBC in December 1971 under the Chairmanship of A. Rörsch. It drafted a programme of requirements and a time schedule which were sent to four selected architects in October 1972. Proposals were submitted in October 1973 and a jury and technical committee were formed to judge the four projects.
