The papers were collected by the Oxford University Development Records Project, which set out to preserve the memories and record the experiences of former members of the Colonial Police Service who had held posts in a number of British African territories. The Project sent out an aide-mémoire, which potential contributors were invited to answer in the form of a memorandum, adding any relevant papers they were willing to donate.

The territories covered by this project comprise: the Gold Coast (Ghana), Nigeria, Kenya, Northern Rhodesia (Zambia), Nyasaland (Malawi), and Uganda.

The papers relate mainly to the period around and after World War II, with a number of contributors also recording their experiences of service in newly independent countries. The papers have been arranged alphabetically by the names of the contributors according to the territory in which they served, with each contributor being given a separate number (corresponding to the folder number). The dates of the officer's service are next to his name, with details of his rank and areas of service below, followed by a description of the papers donated.
