Biographical / Historical
John Vincent Lewis was born in 1907 and educated at King William's College, Isle of Man, and Keble College, Oxford (BA). He entered the Colonial Service in 1930 as a Cadet in Tanganyika (Tanzania). He served as Assistant District Officer in Morogoro and Bagamoyo Districts, and in Jun 1959 was transferred to the Secretariat, Dar es Salaam. He was seconded in 1941 to Nairobi, where his duties included the post of Secretary to the East African Imports Distribution Advisory Committee and Acting Chief Secretary to the East African Governors' Conference. He spent some months during 1947-1948 at the Colonial Office (Marketing Department), until his appointment as District Commissioner, Tanga. In May 1949, he was transferred to Nyasaland (Malawi), where he served in various capacities connected with development and finance, and as Director of Agriculture (Marketing) and Controller of Essential Supplies and Prices. He was finally appointed Director of Marketing and Supply, in which post he retired on abolition of the office in May 1953.
