The letter sets out the reasons for his conclusion that the blame lay largely with the police, and Appendices A-G (copies of evidence). A note by Buxton written on a foolscap envelope (fol. 71) states that the letter was not submitted but shown to Sir Robert Arundell and the British Resident.
