He discusses plans for opposing the Abolition Bill, rejecting the option of doing so during its second reading because of their poor chances of success. He writes that he thinks the Bill should not be thrown out entirely, but they should try to alter it in its Committee stages and adds that they should not attempt any too drastic actions for fear of disastrous consequences. He comments that their sole guiding principle should be the ultimate welfare of the enslaved people, which would not be advanced if the Bill failed on its second reading. He goes on to write of his conviction that the best time to attack its unsatisfactory measures would be during the Committee stages, and emphasises his aim of having the apprenticeship plan withdrawn in return for keeping the £20 million compensation. He also mentions his uncertainty as to the beneficial effect of gathering the Delegates [of the Society] together to attack the Bill, in case they should concentrate on the compensation payment at the expense of the ultimate welfare of the enslaved people. He is also doubtful whether they would have good attendance at this stage of the proceedings.
