He quotes at length from Jeremie's description of the use of this collar on enslaved people to prevent their escape and relates how a commission of inquiry, set up in 1826 to investigate their use in a certain plantation, found that the plantation was well run. Buxton adds that he had had the collar repaired, but that otherwise it was in exactly the same state as when Jeremie had given it to him. He goes on to refute the accusation that he had sent Whiteley out to Jamaica and states that he had never heard of Whiteley until shortly before his pamphlet was published. He asks Caldecott to produce evidence for his various accusations, and then let the public determine the truth of the matter, declining to descend to terms of abuse such as Caldecott had used. He concludes by agreeing that he had been instrumental in planning to abolish West Indian property in as much as this meant property in enslaved people, and comments on his determination to see the matter through, aided as he was by the strength of the public's support for him.
