(fols. 44-45) reporting Capitaine Lenfant's discovery of a largely navigable route from the Benue River to Fort Lamy (N'Djamena), and the advantages accruing to Britain from his astronomical reckoning of position of 'Kuka' [Kukawa?]; comments on restoration of order to the Akpotu and Asaba areas
(fols. 46-49) staff matters; prospecting, especially at Tilde; need to encourage cotton growing along the waterways of Northern Nigeria; Holt's management and transport problems; Company development along the Rivers Benue and Gurara; possibility of 'profitable' transport work for the French; Watts's criticisms of deleterious effects of London office economies on the fleet, station accommodation, and key staff positions.
