  1. (fols. 574-575) the 'mystery' of McIvers of Lagos being in a position to supply government building requirements, and to do so more cheaply; government purchases of cotton cloth, also from McIvers
  2. (fols. 576-579) criticisms of irregularities in the collection of various taxes, which may take advantage of local populations' lack of information and discourage trade; protests can come only from European traders.
