  4. (fol. 256) F.N. Best, proposing a Government Notice refusing or cancelling licences to companies raising labourers' wages over 9d. per day
  5. (fol. 257) E.W. Byrde reporting the favourable response of the Provisional Committee to the proposed Local Council.
