the 'promise' of the new government's war measures, while deploring the contradictory cabled demands for recruits and the wartime attitude to the Colonies
every available European to be spared
the background to Bonar Law's speech on enemy property sales generally overlooked
Lugard proposes that only neutrals resident in Britain compete
measures have been taken with French help against the threat iron Tripoli
Kaduna, the new capital, is a great improvement on Zungeru.

(fols. 614-615) The second letter [in Lagos?], on:

the government's action in altering the Letters Patent to deprive Lugard of his yearly leave without any discussion
the background to the original contract and views on its successful working
he has made no reply
he comments on home politics, the duration of the war, submarine warfare, and Scarbrough's new appointment.
