Correspondence with Colonel C.R. Robbins, Managing Director, Aircraft Operating Co. of Africa (Pty) Ltd., about Worthington's Uganda Development Plan, the importance of the air survey as a first step, and the possibility of Robbins' company participating in the work. There is a record of a discussion on 25 July 1947 on pilot schemes and the setting up of a Development Committee, attended by the Governor, Acting Chief Secretary (Robertson), Director of Agriculture (Killick), Acting Development Secretary (Lattin), and Worthington; with correspondence on this subject between Worthington and Brian Hartley, Agricultural Office, Aden, and Sir Douglas Harris, Secretariat, Entebbe.

Further correspondence is with Dr K. Davies, Director of Geological Survey, Entebbe, about aerial photographs; and with Cohen about liaison exercises for training Colonial Administration Officers in Oxford, Cambridge, and London, and the exercise set by Worthington on the Uganda pilot schemes.
