Lobb was Colonial Secretary in British Guiana (Guyana) at this time. Letter from Lobb giving Wiseman information about British Guiana (Guyana) affairs in connection with the Canada-West Indies Trade Conference in Ottawa (see MSS. Brit. Emp. s. 371/2, folder 2 for more), in particular about the delegates from British Guiana (Guyana) (Sir Alfred Sherlock, E.G. Woolford, M. Walcott, and A.E.V. Barton).

His letter outlines the contents of a despatch from Graeme Thomson, on his retirement, concerning:

  1. education
  2. the Sanitary Department
  3. labour in the sugar estates and agricultural settlers for small holdings
  4. the introduction of income tax.

He refers also to his own coming transfer to Cyprus. Wiseman's reply (fols. 54-55) gives some account of the Ottawa Conference.
