It stipulates that the agent should be fit to be left behind to establish and superintend an experimental settlement with the aid of labour recruited in Sierra Leone or Liberia, that Trotter should send word back to the Society about it, and that those in England should meanwhile make all possible inquiries and arrangements to send out a larger settlement body later.
