Extracts from a letter from William Thomas Rainy about the poor condition of the apprentices, the character, number, and duties of the stipendiary magistrates and their negligence, the hours of labour, and abuses in their administration and in the conditions of work of women with young children and the need for protection of Black people. Also includes a letter from Rainy relating the complaints made by apprentices of the hardships inflicted on them and alleging that some apprentices were being offered for sale.
