He was anxious to know exactly what Lord Stanley intended to do about the suggestions in this recent letter, whether merely to send a steamer to escort the 'Amelia' down the Niger or to be stationed there, and whether he would provide the funds for a police force. He would not consider continuing with the model farm without such government protection. He inquires about a German linguist and asks if he might have his papers on African languages so that Anna Gurney might work on them for a week and form an opinion of his ability. He agrees that Lord Stanley seemed inclined to deal fairly with Africa, and refers to a letter from him approving the work of the Mico Charity in the West Indies, as reported by Governor Darling. He felt inclined to ask him for a grant of £19,000 a year to continue that work, so that within a few years, they could have Black workers trained to fill any post in Africa in the event of a renewed Niger Expedition, make treaties with chiefs, or carry out agricultural projects.
