He writes of the need for a good-humoured pamphlet to counter the criticisms levelled at them from all sides and to explain their purpose and mode of action, with such a pamphlet to be followed by a series of meetings throughout the country. He mentions that Lushington has already begun one but was too busy to complete it and he himself was not capable of doing it in view of his doctor's orders. He would, nevertheless, help others to prepare it and if it could be out in a week, it might turn the tide that was then against them. He adds that he has read through the Instructions and was sending some observations upon them and asks how his name should be added to the letter to Lord John Russell from the Committee if he was not well enough to attend the meeting.
