- Buxton to Lushington, asking him to consider the four points on sovereignty mentioned in Lord John Russell's letter to him and to return the letter when he had read it. He inquires whether they could meet on the Friday before the committee sat to consider the inclusion of matter on those points in the Instructions for Trotter and the text of the model treaty. He draws attention to a passage in McQueen's book on the subject and to Beldam's notes and suggests they should leave the percentage for duties blank (copy), 3 Dec 1840
