He confirms that Washington was a de facto secretary and the more work Lushington gave him to do the better he would be pleased, though it was best to avoid discussion of his position. He describes the activities at Earlham and his intended participation. He persuades him to look very carefully at Beldam's paper, reword if it he deemed it necessary, and deliver it to Palmerston, though he might show it to Lord John Russell first if he wished. He suggests that Lushington prepare a paper on the instructions and present it to Lord John Russell, who wanted matter carried out even though he had not directed Lushington to do it. He offers to forego the Norwich meeting if Lushington needed him in London, saying that Joseph John Gurney's presence would be enough. He asks if he has seen the prefatory letter by Gurney and accuses Lushington of not even having broken the seal on the copy he had sent him. He mentions that he had engaged a more discreet agent than Wiseman that morning, a clergyman from the West Indies who would give them two months' work.
