Lord Northampton to Buxton, thanking him for his second book, observing that he had effectively made a case for Britain being able to do something to suppress the trade, though he feared an internal slave trade would remain within Africa itself between the rulers, as well as a form of West Indian slavery where sugar was cultivated, in the new French settlement of Algeria, and the Portuguese settlements, n.d.
He suggests that not only should Fernando Po (Bioko) be declared neutral but that other places of settlement along that coast should also be included, and that the reoccupation and cultivation of Bulama [Cameroons (Republic of Cameroon)?] should be one of the first steps in their project. In a postscript, he expresses his earlier frustration that a certain Bill had been defeated in the House of Lords, but he believed that the passing of the second Bill, despite the opposition of the Duke of Wellington, was proof that Parliament was serious about the issue.
