Buxton to Charles Grant in Sierra Leone, about the government's plans to send a steamer up the Niger to make treaties with Africans and purchase land for growing cotton, probably in the region of Benin (southern Nigeria); this expedition would consist of three commissioners and probably be led by a naval officer, 2 Jul 1839
He offers Grant a post as commissioner, running the Agricultural Association when it should be formed, though adds that he had been called upon to write to him in such haste, in order to catch a vessel leaving for Africa, that he could not make any concrete offer at that time but that he would be able to do so by the next mail. He asks for his views on the matter, what salary he would require while negotiating with the chiefs, and the terms of his employment with the Agricultural Association. He directs him to send two copies of his answer by different vessels, but adds that since he could hardly hope to hear from him before the expedition left England, he expected that the government would act on the assumption of his acceptance and send out his commission with the steamer, by which he would be picked up at either the Gambia or in Sierra Leone.
