About the opinion of the group interested in Africa that there should be action by the government, by a national society free of any monetary interests in Africa, and by an agricultural company concerned with soil cultivation, with trade left to private enterprise. He outlines the measures required for sending out an expedition to survey lands suitable for growing cotton, for concluding treaties with the indigenous states of Africa, and for buying or renting from them land for British settlements. He argues that a considerable amount of land should be acquired, referring on this point to Buxton's letter on Bandinell's papers, and that protection should be provided for the settlers by the government. He insists that if the government fulfilled their part of the plan, there would be no lack of capital forthcoming to finance the rest of it, though. In his opinion, however, it would be better in the beginning for the members of the expedition to be agents of the government and paid by the state. He warns that the question of a charter should be discussed and that the government needed to collect information as to the best channel to use for navigating the Niger before the steamer arrived on the Nigerian coast.
