Buxton to Glenelg; covering letter for the propositions covering practical suggestions on Africa, 5 and 6 Dec 1838
The list of Buxton's Nine Propositions on:
- the steps to be taken by the government to test the facts offered in his book
- the government's decision to press ahead with an expedition to suppress the trade by forceful means
- the government to decide what to do about Portugal, reinforcing this decision by establishing steamships along the coast of Africa
- the government to obtain the cession of Fernando Po (Bioko), Mombasa, and Delagoa Bay
- the government to make treaties with the chiefs from the Gambia to Cape Lopez for the suppression of the slave trade and for the purchase of agricultural land and land commanding the Niger. He suggests McLean (Governor of the Cape Coast), Henry Macaulay (Commissioner at Sierra Leone), McQueen, Becroft, Laird, and Rendell as people suitable for negotiating these treaties
- the publication of as much of his book as should arouse public interest without revealing the plans being contemplated
- to offer France, Russia, the United States, and other powers the opportunity of trade with Britain's African settlements on equal terms with British subjects
- to encourage British subjects to trade with the settlements by an assurance of protection on the part of the British Government to person and property, very low duties for a period and perhaps none at all on agricultural products, and the issue of charters limiting responsibility to companies proposing to form settlements in Africa and cultivate the soil
- the government to ensure a generous annual grant towards the education of indigenous peoples.
