If he felt unable to prepare a review, he would ask Tom Macaulay to produce one, which could not fail to awaken the public. At the same time, it would set out his own private criticisms of the work and expose all its faults. He also describes the additions he intended to make, on the Northern slave trade and the superior value of free over slave labour, and the remodelling of his section on commerce.
