He comments on the declining numbers of Friends in Virginia and the deterioration of the land, the population of Petersburg, and the oral instruction given to 2,000 enslaved people by the Baptist Minister when written instruction was forbidden. He describes his journey to Richmond, the Capitol building designed by Jefferson, the city itself, the three meetings held there by him on the Sunday, the applause accorded to him at one of them, and his visit to the Legislative Assembly. He also describes his visit to the Governor of Virginia, General Campbell, with whom he discussed the anti-slavery question. Local people were very touchy about this because of George Thompson's earlier visit and the proceedings of the abolition societies in the northern states. He had pointed out the uneconomic aspect of slavery and expressed his opinion on the slave trade within America to the Governor. He also explains the impossibility of speaking about slavery in the mixed meetings to which he preached because it would stop his preaching the gospel altogether if he even touched upon slavery. He comments on the curfew in Richmond, the rebellion in Canada, and his hope that Britain would not go to war over it. He pays tribute to the assistance Nathaniel Crenshaw had rendered him, recording his prosecution for distributing the address of the Philadelphia Yearly Meeting of Friends on slavery and subsequent acquittal. He hopes that Crenshaw will accompany him to Washington and that they might have a meeting with the Legislature there.
