- Buxton's confusion as to how to vote because the Tories were proposing just the solution for the expenditure of the rates as he would himself favour, the Whigs were proposing what he considered the second best solution, and he feared that, unless the Tories moved an amendment which was likely to succeed, their solution might be lost without the other being gained.
