He describes the settling of the indigenous people of Van Diemen's Land (Tasmania) in Flinders' Island, his own desire to 'civilize' the Aboriginal people of New Holland (Australia) and his offer to the government to do so by establishing a small post headed by a Protector of Natives. He writes about the need to open schools for the young children, the education of nine Aboriginal children in the Hobart Male Orphan Establishment, and his opinion that education in England needed to be reformed since the convicts arriving there were largely uneducated and that an increase in education would result in a decrease in crime and the reduction of that form of slavery resulting from transportation. He also mentions the inquiry of two members of the Society of Friends into the state and condition of the convict population. (Copy.)
