- folder 2 (fols. 1-73) notes on debates in the House of Commons on Kenya, indigenous people, and the Morris Carter Report made by Joan Wheare, with an analysis, probably by Sybil Crowe, of Parliamentary Questions in 1934, 1924-1934
- folder 3 (fols. 1-143) notes, chiefly by Joan Wheare, on the Kenya Legislative Council, Governors, constitutional matters, and government structure, c. 1943
- folder 4 (fols. 1-21 and item 1) notes on the structure and content of the book, revised plans for the chapters, a record of decisions made, and additional work to be done; also, a small notebook of Margery Perham's on the Legislative Council, 1943-1944
- folder 5 (fols. 1-63) rough draft and typescript versions of two sections of the book, consisting of a historical survey of its constitution and development and a section on the Governor, c. 1944.
