About joining the Institute, carrying out some research Oldham had recommended, the Hilton Young Report, dismissing the 'interpenetration' theory, the probable change of Governor in Kenya, the advisability of fragmenting Tanganyika (Tanzania) into a number of local governments if a Governor-General for East Africa were appointed, the deterioration in relations between settlers and indigenous communities there, and the imminent visit of Sir Samuel Wilson.
