Correspondence between Lugard and Oldham about: (a) colonial education; (b) the League of Nations Slavery Committee and the Permanent Mandates Commission; (c) the African Group at Chatham House; and (d) the Hilton Young Commission. These letters frequently relate to those in the previous folder. Includes:
- (a) discussion of education, covering their memoranda on education policy, appointment of educational staff, religious education and 'The Use of the Vernacular in African Education' and the work of the Advisory Committee on Education in the Colonies (ACEC) (fols. 1-14, 26, 64-66, 70-72, 81-82, 123-129), the article by Lugard for The Edinburgh Review on 'Education in Tropical Africa', together with a typed version, (fols. 23, 27-63, 70), the visit of Rey to Ethiopia as a friend of Ras Tafari, and his contribution to the Phelps-Stoke Fund Report (fol. 22) [see IMC Boxes 219, 221, and 232]
- (b) the contents of Lugard's memorandum presented to the Slavery Committee of the League of Nations and of his article for The Edinburgh Review on slavery in 1925 are mentioned (fols. 78-14, 88-90), as well as the evidence presented to the League on forced labour, particularly in the Portuguese colonies (fol. 87), the responsibilities of the Permanent Mandates Commission, and the evidence presented to it by Ormsby-Gore (fols. 26, 74-80) and the drafting of the Anti-Slavery Convention (fols. 83-86, 98-101)
- (c) membership, the constitution, and meetings of the African Group are discussed frequently (fols. 6, 18-19, 90-91, 103-106, 114-121, 133-134, 139)
- (d) Kenya is a constant subject and throughout these letters mention is made of the many people with whom they were in contact, including Grigg (fol. 68), General Hertzog, and Nicolaas Havenga of South Africa (fols. 107-108, 112-113); also, attempts to arrange a meeting with Lord Francis Scott in 1927 to learn his views on federation in East Africa and Scott's reaction to Lugard's letter to The Times in Apr 1933 (fols. 139, 168), Oldham's visit to Africa in 1926, and his membership of the Hilton Young Commission (fols. 86, 96, 146-150, 158-165) including a letter from Ormsby-Gore to Lugard about Oldham and the Commission, 28 Nov 1927 (fols. 162-163). These letters also include records of a conversation between Lugard and Oldham on Grigg's ideas (fols. 130-132) and of a weekend visit by Graeme Thomson and others to Little Parkhurst in May 1927, when the idea of federation of Kenya and Uganda was discussed, together with the pledges Lugard had made in Nigeria about religious freedom for Muslims and Oldham's pamphlet on religious education (fols. 135-139, 144). As a corollary to that discussion, Lugard sent a note to Oldham describing a Governor's tour of Nigeria, his responsibilities and duties while there and while on leave in England, and the proposals he had made for reforms and the reasons for his ultimate resignation [see IMC Boxes 231, 236, and 269-272].
These letters also refer to:
- (fol. 68) Lord Balfour's meeting to discuss the procedure of the Imperial Civil Research Committee
- (fols. 92-95 and 108-111) the Conference on the Christian Mission in Africa, held in Belgium in 1926, at which Oldham persuaded Lugard to speak [see IMC Boxes 207, 216, and 217]
- (fols. 110-122, 150, and 166) Sir Frederick and Lady Lugard's illnesses.
