Expressing great appreciation of his work in Zanzibar, denying Mackenzie's statement (see MSS. Afr. s. 106, fols. 21r-22v) that Salisbury approved the proposal that the Sultan should take over the Imperial British East Africa Company's territory, and giving his view that England could hold Uganda only by the construction of the Railway.
