In reference to the Declaration of James II for toleration.

The paper begins thus, in a paragraph which has been struck out, "The Church of England had the peculiar favour of Heaven in her first reformation". After this paragraph come this heading and commencement, "What is this Church of England? The Church of England, however accounted by less knowing men to be too rigid and strait lased".

Endorsed, "Against dissenters and for conformity to the Church".
