Biographical / Historical

In Jul 1953, McWilliam wrote to Izard on behalf of the Tea Board of Kenya asking him 'to contribute a London Letter dealing with matters of interest to the tea industry' for inclusion in the Board's journal (MSS. Afr. s. 1257/7, folder 1, fol. 86). Izard agreed and the first of these letters, addressed to the Secretaries of the Tanganyika and Uganda Tea Boards, as well as to the Tea Board of Kenya (TBK), was sent off on 15 Aug 1953, covering the eight months since Izard's appointment as London Representative of the TBK in Jan 1953 (MSS. Afr. s. 1257/7, folder 1, fol. 102). Initially, the letters were written at six-month intervals and supplied information on the price of tea, demand and consumption, and the various London tea committees, with a forecast for coming months. However, after Apr 1955, they appeared on a quarterly basis, and were written in diary form (MSS. Afr. s. 1257/8, folder 2, fol. 13 is the first quarterly letter, covering the period 1 Jan-31 Mar 1955). Half-yearly letters, made up of the two relevant quarterly letters, continued to appear until Feb 1959, when the first monthly letter was written for the previous month (MSS. Afr. s. 1257/8, folder 2, fol. 108), following a suggestion from Edwards, Secretary of the Tanganyika Tea Board (TTB), in Nov 1958 (MSS. Afr. s. 1257/8, folder 2, fol. 154). This monthly letter took the place of the quarterly and six-monthly versions. Following the TBK's withdrawal from the Tea Trade Committee (MSS. Afr. s. 1257/7, folder 4, fols. 144-152) and the consequent termination of Izard's London Representation of that Board, the last London Letter addressed to all three East African Tea Boards is dated 3 Jul 1961 and covers the month of Jun (MSS. Afr. s. 1257/8, folder 2, fol. 167). Subsequent letters were sent only to the Tanganyika and Uganda Boards.

After representation on the Trade Committee passed from the TTB to the Tanganyika Tea Growers Association (TTGA), letters were addressed to the Secretary of the latter association - the first being the letter for Sep 1961 - until the Association's decision to terminate Izard's appointment at the end of 1962. Izard continued sending monthly letters to the Uganda Tea Board until Jun 1967 (for May of that year), less than a year before his death. The sequence of letters is broken only by the absence of a letter for Mar 1963, and the first London Letter, which is filed with correspondence in MSS. Afr. s. 1257/7, folder 1, fol. 102.
