Includes letters concerning terms of employment of officers in the Colonial Service, correspondence with Sir Andrew Caldecott and Ian Wallace, papers related to the Colonial Service in general, especially in territories on the verge of self-government - Ceylon (Sri Lanka), Jamaica, and Nigeria. Two unfoliated items and 320 foliated leaves, consisting of:

(fols. 1-103) Letters and memoranda concerning the two-year retirement rule for European Civil Servants appointed after 1928, arising out of the Soulbury Commission Report. These concerned include C.H. Hartwell, Secretary to the Governor, Colombo; Robert Drayton, Chief Secretary, Colombo; S.M. Duff, A.K.J. Henderson, A.R. Macdonald, C.E. Tilney, D.W.B. Baron, and O'Regan, all Civil Service Administrators, 1946-1947.
