Campbell's despatch of 9 Nov 1933 (fols. 39-45) outlines proposals for the policy of His Majesty's Government regarding the future constitutional position of Malta, advocating the withdrawal of the Constitution for at least five years. There are despatches and memoranda, and cuttings from the Maltese press, about:

- the Press Law (fols. 83-86, 112-118)
- the Aliens Ordinance (fols. 121-125)
- and the administration of the law (fols. 186-236).
