Despatches between Du Cane and Passfield, correspondence between Du Cane and Luke while the former was on leave in England, and between Luke, the Archbishop of Malta, and the Bishop of Gibraltar; also, letters from and memoranda by Strickland. The papers include the following:
- (fols. 3-8) correspondence between Luke and the Archbishop of Malta about the latter's refusal to meet the First Lord, 26-30 Aug 1930
- (fols. 12-13) notes by Luke of an interview with Sir Ugo Mifsud about the aims and objects of the Nationalist Party, 11 Sep 1930
- (fols. 20-29) letter from Du Cane in London, to Luke, about a Foreign Office Conference he had attended at which Vansittart, Ogilvie Forbes, O'Malley, and Dawe were present, during which the future constitution of Malta was discussed. A printed 'Analysis of the Vatican White Book on the Maltese Question', by O.G. Sargent, Foreign Office, dated 29 Aug 1930, is attached, 16 Sep 1930
- (fols. 30-37) correspondence between Luke and Nugent, Bishop of Gibraltar, about possible action by the Vatican against political opponents in Malta, and the question of an independent Maltese church, 2-20 Oct 1930
- (fols. 46-61) despatch from Du Cane to Passfield following the latter's return to Malta, with a copy of a report by Luke, which includes a note of the view of leaders of the political parties, 18 Nov 1930
- (fols. 62-66) draft minute from Luke to Du Cane, with marginal comments by the latter, advocating a period of Crown Colony rule as an alternative to the appointment of a Royal Commission, Dec 1930
- (fols. 67-83) two copies of a despatch from Du Cane to Passfield, enclosing a Secret Report by Luke on an interview with the Archbishop of Malta about the attitude of the Church to a Royal Commission and to Strickland, and a translation of the leading article in Lehen-is-Sewwa, the official organ of the Archbishop's Curia, on the proposed Royal Commission, n.d. and 19 Dec 1930
- (fols. 108-133) telegram and despatch from Du Cane to Passfield, recommending that Ministers be relieved of their functions and that the Royal Commission be appointed. Enclosed are a memorandum and two minutes by Strickland and comments on these by Du Cane and R. Strother Stewart, 27 and 31 Dec 1930
- printed item, unfoliated: copy of the Malta Chronicle and Imperial Services Gazette with an article reproduced from the English Review on the situation in Malta, 10 Oct 1930.
