The Nyasaland Railways, and its associated companies in Mozambique, enjoyed a complex financial interdependency with both the Federal and Portuguese governments as shareholders and various financiers (including R.W. Rowland) interested in acquiring shares, influence, and control. The Benguela Railway in Angola was controlled by Tanganyika Concessions ('Tanks'), which was involved in the copper industry of the Congo, with the Portuguese authorities as minority shareholders.

Arrangement

In the interim cabinet, Welensky served as Minister of Transport and Development; from 1954 to 1956, he was Minister of Transport and Communications and also Minister of Posts. It was the practice of the Federal Government for most ministers to hold more than one portfolio. The material relates primarily to the period for which Welensky held these portfolios, but certain subjects covered (railways and broadcasting) had already attracted his interest in his Northern Rhodesia (Zambia) days and would continue to do so after his accession to the office of Federal Prime Minister (higher appointments and organisational matters in the railways; the introduction of a television service). Earlier material relating to the Rhodesia Railways Higher Authority will be found at MSS. Welensky Papers 10/1-18/2. For statements as Minister of Transport, see MSS. Welensky Papers 288/1, and for speeches, see MSS. Welensky Papers 433/1-435/4.
